The Kenya WASH Alliance (KWA) is forum set up by NGOs dealing with Water, Sanitation and Hygiene (WASH) issues for purposes of collaboration, sharing of experiences and advocacy.

KWA in partnership with the Dutch WASH Alliance (DWA) are initiating a five year WASH Programme in Kajiado County. This programme is funded by the Ministry of Foreign Services (MFS) under its MFS 11 Programme of the Netherlands Government.

The objective of the programme is to reduce poverty through improved environmental health and economic conditions by empowering people, and creating an enabling environment aiming at achieving increased sustainable access to and use of safe water and sanitation services and improved hygiene practices for the local community particularly women and marginalised groups.

For effective coordination of activities, the KWA will establish a WASH Secretariat. The secretariat will be governed by a National Steering Committee comprising of six implementing partners.

KWA is looking for a well organised, highly motivated and results oriented individual to join the WASH teams and coordinate the delivery of programme objectives, in the position of Alliance Coordinator. The position reports to the National Steering Committee and is based in Nairobi.

Purpose of the Job

Liaison with other WASH actors to coordinate actions, share experiences and develop joint coherent approaches for sustainable WASH programming in Kenya.

Key Responsibilities
  • Plan, implement and monitor MFS II funded Kenya WASH Alliance joint Project activities
  • Lead the participatory development of joint project strategies and detailed designs of project activities
  • Lead in the development and monitoring of work plans and budgets for joint activities
  • Overall management of the Secretariat, promote and strengthen partnership in line with partnership agreements of the Kenya WASH Alliance
  • Lead in the production of donor reports and ensure compliance with donor requirements
  • Support monitoring and evaluation of the project, in line with the Kenya WASH Alliance framework
  • Oversee implementation of joint project activities conducted by the partners in Kajiado County
  • Manage recruitment, selection and contracts with external consultants for implementation of joint activities
  • Effective management of financial, logistical and administrative needs of the Secretariat
  • Support the development of joint WASH Alliance proposals for fundraising.
Qualifications & Competencies
  • The ideal candidate should have a Masters Degree in Public Health, Sanitary Engineering or relevant Social Science discipline with at least five years programming work experience on social components of WASH service delivery at senior level.
  • Experience in alliance building and networking; in-country knowledge and network within the WASH sector and stakeholders from public, private and civil society;
  • strong and proven track record in programme development and implementation, including budget and contract management of donor funded projects;
  • good people management, supervisory and mentoring skills;
  • must have excellent oral and written skills.

The draft report will be reviewed by the PMU who will provide comments and recommendations to the consultant. Thereafter, the consultant will submit the final report taking into consideration the recommendations from the PMU and Project Technical Teams.

Degree of Expertise and Qualifications

The selected Consultant for this assignment shall be required to possess the following expertise:

  2. A report of specific capacity building needs for S & L implementation at the professional level, recommendation of training area priorities, and a plan for implementing the training for KRA (Customs), KEBS, ACA and NEMA.
Degree of Expertise and Qualifications

The objective of this assignment is to make an inventory and carry out a desk review of the most appropriate international appliance energy performance test procedures, Minimum Energy Performance Standards (MEPS) and Energy Label schemes for adoption in Kenya.

This will be applicable for all the five products under consideration in this programme. The Consultant will then make recommendations on the appropriate test procedures, MEPS and Energy Efficiency labels to be adopted in Kenya for the five products. This will address Outcome 1 highlighted in the previous section.

Deliverables

The main output of this consultancy assignment will be a detailed scheme document for consultation.

This document would cover the requirements spelt out under paragraphs 2-11(see detailed TOR in the UNDP Kenya website) including the system proposed for energy efficiency and product labeling of the selected appliances by incorporating the testing standards, testing methodologies, grading criteria and application procedures.

The report will also cover the regulations, including standards and labeling format for enforcing the energy efficiency labeling of appliances in Kenya.

Degree of Expertise and Qualifications

The selected Consultant for this assignment shall be required to possess the following expertise:
  • Bachelor of Science in relevant field with extensive experience

Shorter-term catheterization would have important implications for service delivery: it would reduce hospital stays for women, free bed space at facilities, reduce costs, allow for a greater number of patients to receive clinical care, and potentially reduce the probability of healthcare-associated infections following surgery.

Job Summary

Reporting to the Human Resources Coordinator RAP, the HR Officer (Compliance and HR Audit) will be responsible for ensuring compliance with CARE's policies and procedures including Standards of Conduct, Sexual Harassment and Exploitation, Conflict of Interest and will recommend appropriate action consistent with the Organization's policies and Kenyan labour laws.

The incumbent will strengthen the grievance handling mechanisms by building capacity of staff to understand the procedures they should follow. He/she will conduct the RAP Program HR Audits at predetermined intervals and prepare compliance reports.

Procurement Coordinator

Reporting to the Finance and Administration Manager, the Procurement Coordinator will be responsible for identifying reliable and viable suppliers. The incumbent will ensure Project materials/services are procured in accordance with CARE Kenya Procurement manual and Donor regulations and are of the required quality.

The job holder will be responsible for managing the Procurement Reporting Tool (PRT) and making follow-ups with Nairobi Office on purchases made and expedite on deliveries to Dadaab.

She/he will ensure the efficient procurement of goods and services including consultancy contracts, timeliness, and to monitor Dadaab procurement to identify problems and provide solutions to any procurement issues. The incumbent will be in charge of the procurement unit and will supervise and manage performance of the procurement officers.

Camp Administrator

Ref: CA/7/2011

Reporting to the Administration Coordinator, the Camp Administrator will be responsible for staff welfare, safety and security, supervision of program support staff and general management of CARE assets at the Camp.

The incumbent will liaise with other agencies and all CARE sectors in providing efficient services to the refugee community. He/She will be required to compile various reports, update management on any development at the camp and continuously share information on provisions and gaps requiring urgent attention by management.


Auto Electrician

Reporting to the Workshop Foreman, the Auto Electrician will be responsible for installing, maintaining, diagnosing faults and repairing electrical wiring and computer based equipments in cars, tracks, caravans, trailers, earthmoving and agricultural equipments and wheeled tractors.

Asset Officer

The Government of Kenya has received financial assistance from the International Fund for Agricultural Development (IFAD) towards financing the Mt. Kenya East Pilot Project for Natural Resources Management.

The project covers five districts namely: Embu, Mbeere, Meru Central, Meru South, and Tharaka (2004). The Project Management Unit (PMU) is based in Embu.

The project wishes to recruit a suitably qualified person who must be a Kenyan Citizen to fill the above mentioned post at the PMU for a duration of one year.

Specific Duties and responsibilities

The officer will be reporting to the Project Accountant

He/she will perform the following duties and responsibilities:-
  • Maintenance of principal books of accounts and records on project funds disbursements and expenditure;
  • Ensuring the Project's financial procedures as detailed in the project implementation and financial Manuals are strictly adhered to by all project staff and executing agencies at the national and local level;
  • Assisting in the preparation of the annual workplans and budget in line with the guidelines provided by Ministry of Finance and IFAD for inclusion into the national Budget;
  • Compiling the Statements of Expenditures (SOEs) and Withdrawal Applications for the PMU, the district and headquarter expenditures for submission and follow up at the Ministry of Finance;
  • The officer will be responsible for:-
  1. Bank reconciliation of all Districts Bank Accounts
  2. Maintaining the Ledgers;
  3. Maintaining records on Withdrawal Applications and other Financial Records for the project up to the trial balance stage;
  4. Assisting in the preparation of monthly and annual financial reports as required by the GOK and IFAD;
  5. Assisting in ensuring that project accounting records in the project area are properly maintained for Internal and External Audits as detailed in the Loan Agreement and GoK regulations and
  6. Performing other related duties as assigned.
Minimum Qualifications and Requirements
The applicants must have the following qualifications:-
  • Be holder of CPA part II or equivalent. Those with Bachelor of Commerce (Accounting option) will have an added advantage;
  • A minimum of 3 years working experience with GOK/donor projects;
  • Strong computer skills (spreadsheets, word and other accounting packages);
  • Ability to prepare financial statements as per International Accounting Standards;
  • Excellent Report writing and communication skills, ability to learn quickly and apply knowledge effectively and demonstrate a high level of integrity;
  • Capacity to work with minimum supervision to meet strict deadlines as well as willingness to work outside normal office working hours and be
