Why do Companies Re-Advertise Jobs.

A reader writes:

Is it normal for employers advertise again a position after the second round of interviews?

I've encountered this situation a few times and the first thing I imagine is that none of the candidates met their expectations, but they still want to keep these people as second or third options.

What is your opinion about this behavior? Do you think employers should be clearer about the process
and tell job-seekers what is going on?

I wouldn't read too much into this, although it's tempting to. It could be a few different things:

* Sometimes the employer may have one or two strong candidates but be nervous about not having a wider pool. After all, if I only have one person I'm excited to hire, I'm screwed if that person turns down my offer or we can't come to terms for some other reason. So I'd always rather have a handful of strong candidates, which could mean that I continue advertising even as I'm moving through the process with that one star.



* Or yes, sometimes new ads may indicate that the employer isn't thrilled with any of the candidates it currently has and wants to explore alternatives.

Because there's such a wide variety of possible explanations, you'll only drive yourself crazy trying to interpret those new ads.

Instead, I'd recommend just asking the employer straighforwardly for their timeline — what are their next steps, and when should you expect to hear back. After all, those are the answers that really matter.

The IRC currently implements environmental health and livelihood security projects in Mudug and Galgadud regions of Central Somalia. Working from the country office in Nairobi and two field offices in Mudug region, the IRC relies on a pool of trained and committed program staff.

IRC Somalia is currently looking for a Health Coordinator based in Nairobi with frequent travel to the existing and new program sites in Somalia. We need a person with excellent technical skills, strategic thinking and vision, innovative problem solving skills, program coordination experience and someone who can work well within the overall context of insecurity and access challenges in Somalia. Scope of Work: The Health Coordinator (Somalia) will be member of the Somalia senior management team. The person will be responsible for starting up the health and nutrition component of an anticipated project in Mudug region while striving to expand the health programs in other areas, and extensive networking internally within IRC and externally with health cluster.

Essential Job Functions (Key responsibilities)

• Provide technical support and supervision to the Somalia health program- program design, proposal development, reporting, monitoring and evaluation ensuring that IRC programs are of high quality and that programs are driven by data and learning
• Recruit competent health program staff in the field sites in coordination with the field teams and provide them with relevant orientation and training
• Work with the health program staff to develop work plans to guide implementation of approved grants. Support the Field teams in the implementation and monitoring of the work plans ensuring that activities reflect the commitments IRC made to the donor and the community
• Put together an effective disease outbreak monitoring and response plan working closely with the Government and other health cluster members
• Ensure that the health programs are implemented in conformity with the IRC program framework promoting and protection rights, participation, capacity building, partnership and holistic programming
• Periodically monitor the quality of care in IRC supported health facilities using standard quality of care tools such as Sphere Minimum standards, Ministry of Health and WHO guidelines
• Work with the field teams and program unit to ensure that our field experiences are documented and used to advocate on behalf of the communities with which we work
• Work with field management to identify staff, develop capacity building plans and implement them
• Assess unmet needs in the health sector in and determine the potential for other IRC health program activities including development of new proposals
• Provide accurate regular reports, document results and maintain detailed records of the overall Health program activities in Somalia
• As and when necessary, provide technical representation of IRC with relevant stakeholders including MOH, WHO, and other national and International NGOs
• Review and revise donor and other health reports

Job Requirements/Experience Required

• Medical/nursing/nutrition degree with a MPH strongly preferred
• Minimum 5 years of experience in developing, management/coordinating health programs in a wide range of contexts such as developing/ under developed countries, refugee settings, natural disaster etc
• Demonstrated ability to work in insecure and inaccessible settings
• Experience in nutrition interventions/integrating nutrition within primary care highly desirable
• Experience in coordinating with MoH and other stakeholders
• Experience supervising and guiding senior national health staff
• Strong management, assessment, project planning, organizational, interpersonal, and communication skills
• Previous experience in designing and managing a staff capacity building program
• Competent in Windows, MS office programs, email and database (HMIS, PEPFAR database, EPI-Info) experience
• Fluency in English. Knowledge of Somali a distinct advantage

The UN Somalia Mine Action Programme has been managed by the UN Mine Action Service (UNMAS) with implementation by UNOPS since early 2009.

In the North, the program is supporting the Mine action Centres and Police EOD in Somaliland and PUntland through grants. In south central Somalia, Somalia Mine Action is supporting the African Union Mission in Somalia (AMISOM).

UNMAS activities in support of AMISOM include training, support and equipment for the AMISOM Contingents, and support in survey, awareness and community liaison for the collection and destruction of explosive items.

The Program has offices in Hargeisa, Mogadishu and Nairobi.

Under the general guidance and direction of the Head of Administration and the direct supervision of the Procurement Officer, the incumbent will

Carry out procurement for the Mine Action Program including

Prepare RFQ, RFP and ITB for goods and services

Prepare evaluations and awards for appropriate approval authority

Issue contracts and Purchase orders upon approval

Ensure proper filing and archiving of finalised procurement exercises as per Procurement manual requirements

Assist with preparation of bid analysis and pass these on for technical evaluation or advice before orders are placed or presented to the purchasing committee.

Respond to queries from projects, clients, companies, etc. regarding procurement related matters.

Competencies

A sound knowledge of UNOPS/UN financial rules is an advantage

Sound Computer skills, in particular MS Word, Excel, PowerPoint, Atlas and Imprest.

Ability to work in a multi-national/multi-cultural environment

Ability to work under time pressure

Strong communication skills

Education

Secondary education level is mandatory. A University degree in the area of procurement or any related field would be an asset;

Professional certification in the field of procurement (from Chartered Institute of Purchasing and Supply or elsewhere) a plus.

At least 3 to5 years progressively responsible experience is required, preferably including at least 2 year in specialized areas of procurement. Work experience in an international organization is an asset;

Ability to translate and apply business acumen and technical expertise into UNOPS operations

Competent level of computer literacy – MS Office as a minimum;

Experience directly relevant to establishment and development of new tools for improvement of support services;

Must have keen sense of ethics and integrity in dealing with clients and service providers.

Experience within the UN system is essential

Under the overall guidance of the FAO Officer in Charge for Somalia, the direction of the SWALIM Chief Technical Advisor, and the direct supervision of the Water Resources Team Leader in close consultation with the Information Management and Capacity Building Team Leader, the GIS analyst will be responsible for producing information and developing tools to monitor irrigation and water infrastructure rehabilitation and development projects and efficiency of investment using GIS, remote sensing data and, field surveys. Specifically, he/she will be responsible for:

•Develop, document and implement procedures for efficient GIS management (data entry, storage, retrieval and backup) of GIS datasets, associated tabular data and generated relational databases.
•Carry out GIS data development tasks including data generation, processing and analysis to build GIS dataset and related relational databases.
•Undertake data quality control by auditing data consistency in relation to topology, attribute completeness, field definitions, projections, etc.
•Manage GIS metadata using available metadata tools and following SWALIM GIS metadata standards. Prepare metadata records and related data for upload to the SWALIM Geo-network.
•Train, coach and supervise SWALIM liaison office and ministry support staff involved in the project to develop their skills in GIS data generation, processing and analysis. Control their outputs and give them feedback as necessary.
•Ensure high quality outputs as detailed in the project document including hard and soft copy maps, GIS map projects and datasets, processed satellite images and related relational databases.
•Lead a team of GIS and remote sensing experts monitoring the above infrastructure using remotely sensed data. Compile team work plans, budgets and duties and monitor and evaluate outputs and work progress again work plans. Liaise with procurements unit on matters relating to purchase of data and related services.
•Ensure that work schedule is developed according to the project document and the allocated budget is strictly followed
•Contribute to SWALIM GIS training programme by providing limited support for GPS, map reading, Dynamic Atlas, Geo-Network and GIS courses.
•Perform any other duties as may be assigned by direct supervisor and SWALIM CTA.

Minimum Requirements
•Advanced university degree in one of the following areas: Geographic Information Systems (GIS), Geo-informatics, Surveying or Geography.
•At least 3 years of work experience in the use of GIS and remote sensing in environmental monitoring and change detection including experience in East Africa or developing countries.
•Team leadership skills and training.
•Demonstrated practical experience on the use of GIS and remote sensed data processing software e.g. Arc GIS suite, ERDAS, ENVI, etc.
•Working knowledge of English with good interpersonal and communication skills (English language).
•Ability to work under minimum guidance and work in complex emergencies.

Selection Criteria

•Relevance of academic qualifications and experience in the use of GIS and remote sensing in irrigation and water infrastructure monitoring and environmental change detection;
•Extent of practical knowledge of ESRI GIS products and image processing software;
•Extent of experience in team leadership including development of work plans and budgets;
•Extent of both oral and written communication skills, including ability to write concise reports;
