Kenya: • Work with UNHCR and other partners to assess the need for insecticide treated plastic sheeting in Dadaab refugee camps in Kenya. • Work with MoH, UNICEF and others to assess the need for ITPS to provide shelter for Kenyan IDPs in the event of flood displacement. • Provide technical training for UNHCR implementing partners in Dadaab camps; and MoH and others working with IDPs in NE Kenya, to ensure the effective use of insecticide treated plastic sheeting (ITPS) for shelter and latrine construction. • Manage the donation and distribution of ITPS to partners and provide on site technical support to help ensure co-ordinated and effective shelter construction with ITPS for new refugee camp areas/refugees in Kenya. • Ensure basic mapping of all ITPS distributed in Kenya. • Provide technical information and advise to partners concerning general vector control management in camp settings (including surface water and waste management, latrine design etc). Somalia: • Work with UNICEF, Global Fund, MoH implementing partners (NGOs, community groups and others) to assess local information concerning emergency protective shelter needs in Somalia in the event of population displacement resulting from flooding, conflict or other causes. • Work with UNICEF and other international logistics partners to manage the air or ground delivery of ITPS to displaced communities, for their use in shelter construction. • Ensure basic mapping of all ITPS distributed in Somalia. Ethiopia: • Work with Ethiopia based partners (operational agencies and donors) to help assess temporary shelter needs for Somalia refugees or Ethiopian IDPs displaced by the HoA emergency. • Provide technical information and advise to shelter agencies and camp management organisation concerning the procurement, handling and use of ITPS and other camp management approaches for vector and nuisance insect control. • Where needed, provide technical training support to camp partners planning on using ITPS or other recommended vector control interventions. General IRS Logistics: • Responsible for ensuring (working with the programme logisticians) appropriate handling and storage of all ITPS, related shelter materials and equipment. • Responsible for ensuring that logisticians are trained in the safe handling and transportation of ITPS. • Responsible for ensuring that targeted shelter programmes receive adequate logistical support for transport. • Work with the logistics team to ensure that storage, loan and provision of MENTOR equipment and materials to health partners in related programme areas is supervised and recorded. Specific Responsibilities: Technical Activities; • Responsible for programme implementation planning of malaria prevention and education (IEC/BCC) activities to be directly implemented by The MENTOR Initiative or with/through partners. • Responsible for local level needs assessments in relation to IEC. • Responsible for the review and assessment of existing IEC materials available in each programme area/country, to determine the best package of existing materials that are culturally relevant and effective. • Responsible for ensuring the roll out of standardised community messages that will educate households: • malaria transmission, • how to reduce high risk behaviours/groups, • effective use of prevention tools, • early recognition of illness and appropriate diagnosis seeking • early treatment seeking behaviour and the choice of effective anti malaria drug treatments (new national policy) where malaria is confirmed, • encourage pregnant women to attend ante natal clinics (or other facilities) to receive LLINs where relevant (intermittent preventive therapy (IPT) for malaria is not recommended in epidemic prone areas) • Responsible for the technical training of international and national team members in the relevant areas of IEC and for their training as trainers in IEC. • Responsible for the production of IEC tools including posters, community songs and theatre; local radio broadcasts etc and to ensure continuous delivery of malaria prevention messages in all target areas, in conjunction with prevention campaigns. • Responsible for dissemination and donation of relevant IEC materials, electronic templates etc to partners MoH, NGOs, FBO, UN etc) in all programme areas. • Responsible for the monitoring and mapping of IEC activities delivery by partners and MENTOR. • Responsible for sharing developed IEC tools and monitoring templates for prevention with other agencies (working in other parts of the country where feasible in order to contribute to national malaria control development • Responsible for ensuring effective and continuously updated data bases for prevention data, and working with other Programme Co-ordinators to collate all malaria prevention and IEC data from supported communities and partners, plus appropriate data management and analysis. The Malaria Case Management Co-ordinator for the Horn of Africa emergency programmes will work as part of a MENTOR technical team with other specialism's including vector control, malaria prevention, protective shelter and IEC/BCC. This post will work with MoH, UN, NGO and FBO teams to ensure help ensure that all vulnerable host, IDP and refugee populations in target areas, have access to effective diagnostic, and malaria case management services. This will be achieved through a combination of direct work in north east Kenya, support missions and distance technical advice and direction for partners in Somalia and Ethiopia. The responsibilities of this post include the following. • Ensure the compliance of The MENTOR Initiative in Horn of Africa (HoA) Emergency Response Programmes for all grant contract obligations by delivering technical capacity building, coaching activities for malaria case management and in line with the programme objectives and the changing context on the ground. • Supervise and manage The MENTOR Initiative national clinical trainers and technical coachers. Assure that they follow the work plan and activities set in the programme objectives. • Train and assist MoH public health staff in programme target locations in differential diagnosis, uncomplicated and severe malaria case management at primary and secondary facility level (as per national guidelines and international best practice) as needed. • Work with MoH district/county level supervisors to ensure that on site technical coaching and supervision is conducted for all health facilities, to reinforce health worker best practice, and patient care. • Train and assist local and international NGO staff in malaria case management. • Train local public health staff in surveillance protocols and techniques, data collection and reporting. • Ensure effective monitoring and analysis of Health Facility and data to identify areas in need of targeted training and supply activities. • Work with health partners to assess health facility monthly needs for malaria diagnostic and case management tools. • Manage the distribution of malaria rapid diagnostic tests and anti malaria drugs to health partners, or directly to health facility teams. • Ensure the monitoring of malaria case data and donated commodity utilisation. • Support the prevention and IEC officers to ensure standardised health seeking messages for use in IEC campaigns are developed appropriately. Other: • Manage related human resources in co-ordination with the PM. • Represent The MENTOR Initiative at district/regional level medical health meetings with the government and NGO partners to help inform and support a co-ordinated approach to vector born disease control in the HoA emergency. • Ensure malaria epidemic reports in HoA are investigated and where needed malaria prevalence and other clinical monitoring surveys are conducted. • Assist in the creation of viable new proposals and budgets in liaison with the HoA PM. • Maintain up to date information on the status of all relevant programme areas, particularly with respect to statistical information demonstrating progress towards programme goals. • Preparation of relevant medical sections for weekly, monthly, and other ad hoc reports • Participation of relevant medical sections in weekly or more frequent planning meetings. • Development of relevant medical sections in other reporting required by grant contracts. • Support the HoA PM in assessment missions when required. • Any other duties as may be assigned by the PM and agreed with the Director.
