Merlin specialises in health, saving lives in times of crisis and helping to rebuild shattered
health services. Each year, Merlin helps more than 15 million people in up to 20
countries.

Context and Background

Merlin has been working in Kenya since 1998. Merlin is currently operational in three
geographic regions: Lake Victoria, the Western Highlands and the Arid and Semi Arid
regions of northern Kenya. In addition to the country office in Nairobi, Merlin maintains
offices in Kisii and Kisumu towns in Nyanza province, Lodwar in Turkana district and
Wajir town in Wajir province. Since January 2008, Merlin has also been implementing an
emergency response project in Nakuru North district in Rift Valley province.

The overall objective of Merlin's work in Kenya is to contribute to a reduction of health
inequalities and to a reversal in the current downward trend in health related indicators.
Merlin does this by responding to emergency needs as well as continuing to build on
lasting working relationships with communities and local partners; supporting the
strengthening of the Kenyan health system; approaching health problems with innovative
interventions; developing answers to key practical questions through operational
research; and using the lessons learned at local levels to feed into national-level
programming and planning.

Main purpose of the role

The Programme Manager will be responsible for Merlin's emergency response the Turkana
district. This may include leading emergency response, conducting rapid needs
assessments, participating in the relevant clusters, developing project concept notes and
proposals, coordinating with other health actors at local and national levels, starting up
and continuation of emergency activities and facilitating the eventual handover to more
permanent incoming project staff.

to existing Merlin programmes. This will include programme strengthening, as well as
training (concentrating on disaster risk reduction and emergency preparedness),
strengthening the capacity of existing international and national staff and contributing to

Security (in collaboration with Turkana Project Coordinator)

• Responsible for the security of the Merlin team and assets in a changeable and
volatile security environment, including initiating and organising evacuation if
necessary

• Ongoing monitoring of the security situation in the region and liaise with the CD, DCD
and Logistics Manager on all security and related matters and act accordingly.

• Prepare and update security guidelines and ensure that these are adhered to

• Provide timely and accurate security/incident reports to the DCD/CD

II. Organizational Context

UNDP Somalia works in the three main regions of Somalia and its Programme has two main areas: Governance and Rule of Law and Poverty Reduction and Environmental Protection (PREP).

The UNDP Governance and Rule of Law Programme supports primarily the achievement of Outcome 2 of the new Country Programme (2011-2015): "Somali women and men, girls and boys, benefit from more inclusive, equitable and accountable governance, improved services, human security, access to justice and human rights”.

Sub Outcome 2.4. Technical assistance provided to improve security, establish a functioning judiciary, access to justice, a constitutional and legal framework, and protection of human rights under the rule of law.The civilian policing component implements activities in all three recognized regions in Somalia (South Central, Puntland and Somaliland), with a differentiated approach responding to the particular political and conflict characteristics that are present. In Somaliland and Puntland the civilian police project has maintained a consistent presence with a combination of national and international staff implementing a wide range of project activities with governmental and non-governmental counterparts. In South Central Somalia, prevailing security conditions in the past three years have signified that activities are largely limited to Mogadishu.

The civilian police project manager works closely with communities, authorities and the police to develop responsive and responsible policing that conforms to local and international norms and best practice. UNDP's civilian police project is implemented using a rule of law and governance approach. A rule of law approach prioritizes police reform and development in step with judicial reform and development to ensure that these two essential components of the criminal justice sector develop in a mutually beneficial manner. A governance approach to policing emphasizes principles of democracy and oversight with the police providing a service to the communities in which they are working and to which they are accountable.

In close collaboration with the Heads of Office of the UNDP in Somalia, the Project Manager provides high-level policy advice to the relevant counterparts and leads policy advocacy in the Programme area and liaises with other UN Agencies, Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society in the areas pertaining to the Programme.

The Project Manager supervises project team and works in close collaboration with the CO projects and programme staff, operations team in the CO, programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society to successfully implement the UNDP programme The Project Manager works on a daily basis with colleagues in the UNDP CO and at the project level, necessitating that the incumbent be able to develop and maintain viable working relationships with colleagues across the organization and in government offices, and be able to work with them in a responsive client orientation and in a problem solving mode.

The Project Manager is expected to spend a minimum of 30% of his/her time in Somalia with possible relocation to Somalia when situation permits.

1. Ensures Strategic direction of project operation, focusing on the achievement of the following results:

? Provide overall direction and leadership to police development activities throughout Somalia to ensure that UNDP's support is contributing to a police service that is able to deliver accountable and effective security, in line with local and international standards;
? Coordinate strategic development and direction with Somali governmental and non-governmental counterparts;
? Support UN system wide coordination for the development and implementation of police development programmes, based on International Human Rights standards, Community Policing, contextualized as appropriate to the Somali context, and ensure harmonization with relevant UN programmes including the UN Somalia Assistance Strategy and the Integrated Strategic Framework;
? Provide advisory support to all stakeholders on optimal strategies for police development within a development and rule of law framework. Such advice will take into account the Somali context in addition to international best practice and lessons learned;
? Support the development of reform frameworks and processes that can respond to local needs which can guide police development to deliver sustainable, community-based and accountable policing that are appropriate to the local situation;
? Support the formulation of strategies for the development of effective and independent oversight and accountability mechanisms;
? With partners, develop approaches to policing that prioritize community-based responses to prevent and reduce crime and criminal violence at the local level.

  1. Ensure effective and accurate overall management of the project focusing on the achievement of the following results:

? Lead and effectively manage and supervise the implementation of UNDP's Civilian Police Project, including the supervision of staff, management of resources and development of appropriate linkages with other actors involved in supporting good police practices across the full spectrum of activities;
? In close collaboration with the Heads of Sub-Offices, provide direction and supervision to the civilian police area project teams and area project managers in Somalia's three regions
? Implement the project activities in accordance with UNDP financial Rules and Regulations and the Internal Control Framework for UNDP Somalia
? Preparation of project implementation activities and selection of implementing partners such as government institutions, service providers, and NGOs. Managing calls for bids and for proposal and selection of implementing partners within the UNDP contractual framework for project activity implementation. Design the scope of works and TORs for the bids and call for proposals.
? Manage day to day administrative matters for the project under the direction of the Programme Manager with the support from administrative staff.
? Create systems of effective financial, administrative and logistical processes to facilitate community-level work.
? Ensure full transparency and access to information about UNDP activities in the area of civilian policing.
? Participate in communication and media activities. Ensure project web-site updates. Coordinate distribution of the project related information. Ensure visibility of the Donor and Implementing Partners in all project outputs.
? Prepares the project Annual Work Plan for approval of the Project Board in alignment with national and regional priorities;
? Account for the achievement of project outputs in line with the approved work plan through the day-to-day planning, management coordination and implementation of activities;
? Supervise regular risk analysis and monitoring activities and ensures the maintenance of the project risk log and issues log.

3.Establishes and maintains strategic partnership and implements the resources mobilization strategy for the CO focusing on the achievement of the following results:

? Establishes and maintains dialog with government officials, both local and national, NGOs, partners, donors and communities to provide knowledge and understanding, ensuring accurate interpretation of the programme's mission
? Identify areas of cooperation and coordination with other UN agencies for the implementation of joint activities related to the Civilian Police Project.
? Collect and make analysis of information on donor contracts, funding priorities, criteria and processes related to the Civilian Policy Project
? Promote and explain the UNDP projects and support the UNDP CO activities in interaction with donors
? Identify opportunities for the implementation of the project making specific recommendations on actions needed.
? Assist communities in identifying resource mobilization opportunities
? Support CO resource mobilization efforts

  1. Ensures efficient support to tasks related to financial management, advocacy, programming, monitoring and evaluation (M&E), and representation focusing on achievement of the following results:

? Supports gathering of data/information for project monitoring and evaluation processes ensuring compliance with UNDP M&E requirements in reporting on programme results and progress towards outcomes.
? Ensure proper monitoring and evaluation procedures are instituted in all project activities
? Ensure proper monitoring of project progress against annual and quarterly work plans and budgets

? Ensure the integrity of financial systems and directly oversee the administrative, financial and budgetary aspects of the project and advise the Programme Manager accordingly;

The position will help strengthen UNDP's delivery of effective support to civilian policing support to national policies and capacity development, in part through the establishment and/or strengthening of strategic partnerships as well as support to resource mobilization. The post increases the visibility and contribution of UNDP in this important area.

V. Recruitment Qualifications

Education: Advanced university degree (Masters or equivalent) preferably in criminology, political or social science, international studies, development studies or any other related field.
Experience: • 7 years of experience in police reform and community based oversight of police services including community security;
• At least 3 years of experience working on the Rule of Law or Security Sector Reform in development environments;
• Detailed knowledge of development process and post-conflict related issues, particularly in the reactivation and development of accountable civilian policing in a post-conflict environment;
• 5 years of progressive responsibility in project and programme management, including personnel management, budgetary and financial management;
• Prior experience within the UNDP/United Nations is desirable;
• Extensive knowledge of and experience in crisis and post-conflict contexts;
• Excellent verbal and written communication skills
Language requirements: Strong written and spoken English
