Should I Pursue A Masters Course And Spend K’sh 610,000?

Thank you for your invaluable career advice. Am a lady aged 26. I have a degree in Information Technology currently working in a government ministry. I have been considering going back to school for a masters degree to get ahead in my job and have been admitted to join a local university to pursue a masters degree in Computer Systems.

The prospect of spending all that time and money leaves me wondering if i will get my money’s worth out of the master’s degree??? Is it wise to join the MSC program or enroll for some IT certification courses. (am already Cisco certified). Your advice will be highly appreciated.

Teachers Strike. Kenyan Govt Has Forgotten Its Priorities.

That a debilitating nationwide teachers' strike now hangs like a dark cloud over the nation is a testament of the State's floundering reform agenda in the sector.

But coming as it were, on an exam term – when Kenya Certificate of Secondary Education and Kenya Certificate of Primary Education candidates are expected to sit their exams is damning statement about the
Government's lopsided priorities.

All the more shocking are revelations that a huge chunk of money meant for employment of more teachers was relocated to the Department of Defence (DoD) – an outfit that has failed miserably to protect our borders from outside aggression.

A consultative meeting convened on Monday by the Government and teachers' union officials collapsed after both parties failed to agree. The meeting chaired by Prime Minister Raila Odinga and attended by Kenya National Union of Teachers was aimed at hammering a deal over the stalemate over employment of 28,000 teachers.

But the parties failed to agree with the Government maintaining there was no money to employ teachers – and the teachers were poised to strike following a Knut National Executive Committee meeting, yesterday.

Whether the teachers are justified to call for the industrial action given the timing is a matter for debate – what is clearly evident, however, is that the education sector is reeling under dire constraints including falling standards, teachers and infrastructure shortage that need to be addressed.



The report by Uwezo, an initiative aimed at improving literacy and numeracy among children aged between five and 16 also found that 30 per cent of Standard Five pupils would fail the same problem while only 20 per cent of Standard Two pupils would be able to solve it. The study also found for every 1,000 pupils in Standard Eight, 50 cannot read a story intended for Standard Two, and one out of four children in Standard Five cannot make sense of the same story if they were asked to read it.

Yet in 2003 when the Narc Government came to power, education sector received a major boost after the Government introduced Free Primary Education – a development that saw unrivalled enthusiasm among the Kenyan public with old men registering to join Standard One.

However, a few years down the line, the enthusiasm has fizzled out being replaced by anxiety, anger and frustration especially after it emerged that Sh9 billion had disappeared from the FPE kitty.

Ideally, the country needs 70,000 more teachers urgently.

But Knut wants the 18,000 who had been employed on contract basis confirmed as permanent employees and 10,000 more hired to help bridge the gap.

And although an initial Sh5.5 billion had been set aside for this purpose the money has now been diverted to other uses including allocating DoD Sh6.4 million that it did not ask for nor required.

The Treasury now claims it cannot avail the money to pay teachers simply because it had spent more to deal with the famine situation in the country yet just recently the same office through KRA raided the emergency kitty to pay for political leaders' accumulated taxes.

What is unfolding in the teachers' strike saga is a story about a Government that has clearly forgotten its priorities – and more importantly – one that is working at cross purposes to hurt its own children and shoot itself in the foot.

The job holder is expected to support the development and implementation of the

education projects in Kenya and assist in updating systems and structures that

1. Supervise and support PEP partners in their various activities to achieve the setlearning outcomes for each year.

2. Support establishment and strengthening of the Cluster Education Forum (CEFs)

9. Support research and documentation of project and emerging practices

Minimum Bachelors degree in education

At least 4 years proven experience in implementation of a community level

education project

•Good communication, proposal and report writing skills

•Experience in project data management and analysis,

•Experience in training and good facilitation skills

•Sound competency in written English and computer literate

•Experience and familiarity with pastoralist context and way of life will be useful

•Specialized training in project management, participatory methodologies, training

The MENTOR Initiative is a "not for profit", charitable, non-governmental organisation devoted to reducing death and suffering from malaria in humanitarian crises. The MENTOR Initiative is currently providing ongoing emergency support to the most vulnerable communities in Haiti, Liberia, Angola, Kenya, Somalia, the Central African Republic and Eastern and Southern Chad.

The Financial Co-ordinator for the Horn of Africa emergency programmes will work to provide financial support to the MENTOR technical team with other specialism's including malaria case management, vector control, malaria prevention, and IEC/BCC. This post will work with MoH, UNHCR, other UN agencies, NGO and FBO teams to help ensure that all vulnerable IDP and refugee populations in target areas have access to quality malaria case management and prevention. This will be achieved through support to the Kenya and Somalia programs from a Kenya based office (providing distance support to Somali operations).

The responsibilities of this post include the following.

The Financial Coordinator will be responsible for financial, administrative and human resources support to The MENTOR Initiative Horn of Africa (HoA) Emergency Response Programme and will work under the direct line management of the Programme Manager (PM HoA) and in collaboration with other members of the MENTOR Initiative team to ensure smooth functioning of all programs.

Financial Coordination
• Ensure good quality finance and administration systems as per the standard MENTOR Initiative guidelines are set up and functioning in the programme
• Ensure accounting for all grants and in accordance with the grant agreement(s)
• Prepare monthly electronic and paper reports on expenditures against the project budget(s) and send these together with all hardcopy receipts and other expenditure-related paperwork, including bank statements, to the MENTOR Initiative HQ
• Ensure compliance to all Grant agreements for financial reporting and procurement. Ensure field level compliance to all legal aspects of the grant agreement
• On the basis of internal cash available and planned expenditure, send monthly requests for cash (RCA) to the MENTOR Initiative HQ.
• Prepare monthly request for cash (RCA) and electronic as well as paper version of payroll to MENTOR Initiative HQ.
• Supervise and provide training to the local administrator in the MENTOR Initiative finance and administration procedures.
• Ensure that all members of the MENTOR team are trained and respect the Finance and Administration procedures.
• Responsible for payment of all local team members including daily workers when necessary
• Responsible for distributing ICLA and security cash (when required) to international team members as well as reimbursement of approved expenses
• Set up and maintain a MENTOR bank account in the programme country
• When required, assist with the preparation of new proposals and budgets

Administration
• Follow up on all rental agreements including the MENTOR Initiative house(s), office(s), and vehicles, etc. and renew rental agreements when necessary
• When necessary, follow-up on the MENTOR Initiative's registration in country with the Ministry of Foreign Affairs and other local actors
• Assist the PM HoA with any other administrative tasks as required

Human Resources
• Directly responsible for all administrative aspects of local staff management and recruitment. This includes set up of non-technical job descriptions and assisting with the editing of technical job descriptions, posting adverts, organizing interviews, etc.
• Ensure that standard salary scale and per diem polices are in place and updated, upon validation from MENTOR HQ, regularly.
• Ensure compliance with all local government taxation and labour regulations concerning employment contracts.
• Ensure that national staff adheres to The MENTOR Initiative contracts, policies and internal rules.
• Ensure that international team members respect internal rules and policies in relation to the management of national staff under their responsibility.

Programme Support
• Assist the PM HoA with writing of Memorandums of Understanding
• When required, represent the MENTOR Initiative in external coordination meetings
• At the request of the PM HoA, provide finance/admin and/or human resources support during field or assessment missions.

Other
• From time to time and as requested work with MENTOR Initiative HQ to share best practice across the organization.
• Includes the possibility of transfer to another similar post in another MENTOR Initiative country programme within the period of this contract agreement.
• Any other duties as may be assigned by the PM HoA and agreed with the Director.
