UNICEF Country Office in Kenya is seeking Expression of Interest (EOI) from eligible individuals to provide short term Consultancy Services to support an evaluation of UNICEF supported programming on Management of Severe Acute Malnutrition in Kenya.

Kenya will be one of 5 countries participating in the global evaluation.

Scope of Work

The evaluation will undertake an analytical assessment of the progress achieved in management of severe acute malnutrition to identify key successes, good practices, and gaps / constraints that need to be addressed. OECD / DAC criteria of programme relevance/appropriateness, efficiency and quality of services, effectiveness, impact (potential) and sustainability will be used

Team composition and professional requirements: A team of 2 international evaluation experts has been recruited to conduct this evaluation. A team of 4 national consultants is required to support local data collection and processing. This EoI is issued to invite candidates who are interested to be considered to join the team as a national consultant to submit their application as follows:-

Nutrition Researcher / Evaluator

•Advanced university degree (Master's or higher) in nutrition or closely related subject.

•Familiarity with management of severe malnutrition (including out-patient) and emergency nutrition policy and programme issues.

•Strong research or evaluation expertise and experience. Experience in field research is particularly useful.

•Experience preparing and holding meetings and workshops with evaluation stakeholders and participants.

•Interviewing skills and experience.

•Good communication and people skills. Ability to express concisely and clearly ideas and concepts in written and oral form.

•Willingness to travel to rural and remote areas in Kenya.

•Demonstrated ability to work harmoniously as a team member.

•Language proficiency: Good written and oral communication skills in English. Knowledge of local language(s) is an asset.

•Period of assignment – 6 weeks

On-site Capacity Assessment – Global Fund Round 10 HIV Programme

Kenya Red Cross Society is one of the largest humanitarian organisations in Kenya.

Its vision is to be the most effective, most trusted and self-sustaining humanitarian organisation in the country.

Global Fund is an international institution that invests the World's money to save lives. The Global Fund works on the principles of ownership, accountability and results.

Kenya has for a number of years been a beneficiary of funding from the Global Fund against Malaria, TB and HIV and AIDS. The country has once again been awarded the Global Fund Round 10 Grant to cover Malaria and HIV and AIDS interventions for the next 5 years.

The Kenya Country Coordinating Mechanism (KCM) subsequently appointed Kenya Red Cross Society as the Principal Recipient (PR) for the Non State actors, so as to manage, coordinate and implement the Global Fund Round 10 HIV and AIDS Grant.

Kenya Red Cross Society issued an Expression of Interest, requesting organisations to submit applications for inclusion in the National programme as implementers. The Selection was done by an independent consulting firm. From the exercise a number of implementers were selected.

Kenya Red Cross Society is, therefore, requesting for Consultancy services to conduct On-site Capacity Assessment of the selected implementers for verification of capacity inclusion as implementers/ sub recipients in the Global Fund Round 10 HIV Programme.

Overall Responsibility:

The consulting firm(s) or institution(s) will conduct an on-site capacity assessment of the selected implementers with a view to determine the capacities and gaps that will need strengthening in programme implementation.

Specific Objectives

1.To conduct on site capacity assessment for the selected implementers

2.To document the strengths, weaknesses and identified capacity gaps of the organisations.
Deliverables.

1.Clear documentation of the assessment process. (Guidelines and formats for documentation required will be provided).

2.A clear capacity profile for each implementer clearly stating the strengths, weaknesses and identified capacity gaps with proposed ways of addressing the gaps.

3.A report of the exercise and way forward.
Qualifications

•The consulting firm/institution should have a team with the following experts:

•A lead consultant with a Postgraduate Degree in Programme Management/Strategic Planning, with at least 5 years experience in HIV and AIDS programming.

•Knowledge of Global Fund program implementation is an added advantage.

•1 Expert with Postgraduate and Basic Degree in Public health.

•1 Expert with postgraduate degree in Monitoring and Evaluation.

•1 Expert with postgraduate degree in organisational development.

•1 expert with Financial Management qualifications with a bias on Programme budgeting and Budget analysis.

•1 expert in Auditing (Internal or External).
All the experts should have:

•The experts should also have at least 3 years experience in planning or implementation HIV projects.

•Good understanding of community programming.

•Good knowledge of the National strategies for fighting HIV and AIDS and Global trends on HIV and AIDS.

•Understanding of the civil society and private sectors in Kenya.

•Good understanding of programme Budgeting process including budget analysis.

•No conflict of interest with the selected implementers.

The Regional AIDS Training Network (RATN) is an international non-profit organization with operations in Eastern & Southern Africa (ESA) region. RATN is a consortium of training and capacity building institutions collaborating on a mission to strengthen the capacity of relevant individuals, organizations and other stakeholders to effectively respond to STIs/HIV/AIDS. Currently RATN has 30 institutions that are full members spread across 11 countries in ESA region.

The initiative for strengthening HIV and AIDS Training and Networking (INSTANT) programme is a new RATN initiative involving MIs submitting proposals on small innovative projects related to HIV training and capacity building as part on implementation of the RATN Strategic Plan (2009-2014). The projects are aligned to the four RATN Strategic Plan programme areas namely: Training & Capacity Building, Knowledge & Information Management, Advocacy, Partnerships & networking and Research and Monitoring & Evaluation. Since inception in September 2009, three rounds of application have been received. RATN is now seeking a company/consultant to develop a web-based database system that will help manage these projects efficiently and effectively whilst at the same time act as a monitoring and evaluation system.

Terms of Reference for Development of Web-based Database Application for INSTANT Projects

Objectives • Design, develop, adequately test and ultimately actualize a web-based database application that will assist its users (RATN and MIs) to access, analyze, process, and convert data into useful information using various search, sort, filter, and rank queries.

  • Since it will have different users of the system with different privileges, this database is required to have multiple views depending upon the needs of users.
  • It should serve the basic needs such as data entry and report generation for all users at all levels
  • The database should have an installable off-line version that can be updated/ synchronized with the online version.
  • The database will also serve as a planning, monitoring, and evaluation system other than just being an information source
  • The database will have various views: Some information on the database will be displayed for public viewing on the website. This link gives an idea of what is expected.
  • The database should provide administrative logs tracking the various activities done from specific accounts. The public profile/display should also provide adequate statistics on views and hits.
  • User involvement throughout the project to ensure that it meets the needs of the users.

Experience:
The consultant/company will be expected to undertake a comprehensive user requirements analysis in order to ensure the system is responsive to user's needs. The consultant must also demonstrate proven past work experience of a similar nature.

Water, Sanitation and Hygiene Promotion for the Millennium Development Goals

Call for consultancy services for Knowledge, Attitudes and Practices (KAP) survey in Turkana County

Background
The total number of Kenyans with improved sanitation improved slightly from 26% in 1990 to 31% in 2008. During the same period the number of Kenyans with access to safe and adequate drinking water increased from 43% to 59%. The situation is worse in the arid and semi-arid districts (ASALs) of Northern Kenya which continue to receive less investment than other parts of the country. Turkana is the largest and the poorest district in Kenya, with 94.9% of the population below the absolute poverty line. The District has amongst the lowest coverage levels for water and sanitation in Kenya, estimated to be as low as 15% and 9% respectively compared to the national average of 31% and 59% respectively.
In response to the above, Oxfam GB, along with partners (Practical Action and International Rescue Committee), secured funding for a three year project, 2011 – 2014 for WASH interventions in Turkana to help in closing some of the identified gaps.
In 67 targeted communities, the project will address the needs of the poorest, most marginalised and vulnerable communities in Kenya by targeting people living in rural areas in Turkana County who currently do not have access to sufficient safe drinking water and sanitation facilities, and do not practice appropriate hygiene (e.g. hand washing). The action will particularly benefit women and children who are traditionally responsible for health and hygiene at household level, collect most of the domestic water and are most affected by lack of appropriate sanitation facilities.
Therefore Oxfam, International Rescue Committee (IRC) and Practical Action seek the services of a suitable consultant to carry out a Knowledge, Attitudes and Practices (KAP) survey, the result of which will be used to establish targeted hygiene and sanitation promotion approaches for the implementation of the project hygiene and sanitation activities.
Qualifications or Specialized Knowledge /Experience Required
• Master's Degree in social science, statistics and data analysis or related fields; Experience in WASH surveys will be an added advantage.
• At least 10 years of relevant professional experience in data collection and analysis, or WASH related studies and programmes, with previous working experience in the UN or other International organizations;
• Working experience in the Arid and Semi-Arid zones, especially Turkana region is an asset;
• Strong analysis, and good inter-personal communication skills;
• Competence on key statistical tools and software such as SPSS, SAS or CSPro, etc.
• Excellent command of English, both oral and written
• Excellent analytical and report-writing skills

The primary role of this position is research on infectious/parasitic infections such as onchocerciasis, schistosomiasis, lymphatic filariasis and soil transmitted helminthiasis .

Duties and Responsibilities

  • Support the conduct of ongoing research the above mentioned fields.
  • Development of research projects / grants in the same field.
  • Providing a leadership and mentorship role in this stated field.

Qualifications and Competencies

  • Degree a relevant discipline.
  • Masters in Public Health or Epidemiology or a research related Masters (PhD in a related field would be an added advantage).
  • Knowledge and demonstrable skills in a wide range of research including experience in school health programs or mass drug administration projects /and or laboratory science.
  • Training in Good clinical practice (GCP)/ or GCLP.
  • Excellent written and verbal communication.
  • Competency in MS office.
  • Must have demonstrated leadership skills.
  • Must be a team player.

Job Description:

The primary role of this position will be research in the following area: Respiratory health including but not limited to tuberculosis (TB): epidemiology, immunology; case finding and management; immunization; pharmacotherapy of TB – pharmacoepidemiology of drug resistance; TB and HIV infections. Non-TB respiratory diseases: high priority pathologies e.g. bronchial asthma, industrial respiratory conditions including acute respiratory infections.

Lung function and allergic conditions and environmental and occupational health related to respiratory health.

  • Proven track record in attracting research grants (evidenced by grants and publications).
  • Proven track record of mentorship .
  • Knowledge and demonstrable skills in a wide range of research including experience in conducting clinical trials (Phase I/II/ III).
  • Training in Good clinical practice (GCP).
  • Excellent written and verbal communication.
  • Competency in MS office.
  • Must have demonstrated exemplary leadership skills.
  • Must be a team player.
