An exciting opportunity exists for an experienced Disaster Risk Reduction Specialist in our operational surge capacity response programme, based in Nairobi.

We are looking for a DRR Specialist with proven experience of relief work, and strong sector specific skills in order to effectively lead the start up and implementation of DRR work within our new DM surge response programme in accordance with Tearfund's approach to good practice, policy and strategy.

The DRR Specialist will be responsible to provide technical support and advice to Tearfund partners and Tearfund field staff within the sector for the design, implementation and management of projects across Tearfund partners and a potential Tearfund DMT programme, operating in Kenya and Somalia. The DRR Specialist will be responsible for coordination of Tearfund's sector activities with the UN, NGOs and Governments and for participating in external advocacy activities within their sector, within the UN, NGO and Government community.

The post requires frequent travel to field sites. Applicants will have a degree or equivalent in a related sector and be a credible advisor with proven leadership, negotiation, analytical and representation skills with the ability to communicate effectively with a diverse group of people. Applicants must have substantive up-to-date working knowledge of relief environments within an International NGO environment. Excellent written and spoken English is essential.

We are looking for a Surge Response Manager with proven experience of relief work, and strong leadership and management skills in order to effectively lead the start up and implementation of our new DM programme in accordance with Tearfund's approach to good practice, policy and strategy.

The Surge Response Manager will be responsible for overseeing Tearfund's surge response to the East Africa crisis involving forming and developing partnerships with specified new agencies in the Somalia region (including border areas with Kenya and Ethiopia) and supporting them with surge capacity as per partner requests; researching and, if viable, setting up a Tearfund operational programme – leading, managing, representing and setting the strategic direction. The post holder will ensure that operational response implementation is in line with Tearfund and DMT policy and strategy and ensure projects reflect Quality Standard commitments. The post holder will also be responsible for developing and maintaining contacts with donor representatives and managing donor funding for the programme. As the most senior representative for Tearfund for their surge and operational response, the post holder will be responsible for high level representation to the relevant Governments, donors and the UN and for coordination with other NGOs and UN agencies. The post holder will have overall responsibility for security management and health and safety within the surge and operational responses.

The post requires frequent travel to field sites. GOAL is an international humanitarian organisation founded in 1977. GOAL's programmes are aimed at assisting the most vulnerable in communities and providing immediate support to those affected by war or natural disaster. GOAL is an organisation with an approximate annual budget of €60m of which approximately 30 % is expended in health, which is a core sector for GOAL.
GOAL's health strategy centres on initiating and contributing to the sustainability of PHC activities in countries of operation in co-ordination with national governments and other relevant national and international partners. HIV and WASH are integrated in to GOALs health activities as GOAL recognises that such issues play a key role in determining population health status particularly in vulnerable communities. GOAL may consider directly implementing health activities during acute emergency interventions and in Complex Emergency (CE) situations however from the outset GOAL will consider building MoH capacity to respond and will plan an handover strategy where possible.
GOAL supports community based behaviour change approaches and works with communities often through local partners to get them actively involved and empowered to seek positive changes to their own health status and that of their community.
OVERVIEW OF ROLE:
To provide technical guidance to GOAL health programmes (remotely and via field visits) with a particular focus on community health and health system strengthening. The Health Advisor will serve as the point of contact for all matters related to health issues. She/he will also ensure that health activities are in line with GOALs health strategy and overall primary health care approach.

KEY RESPONSIBLITIES:
PROGRAMME QUALITY:
• To ensure that HIV mitigation activities are a part of all health activities and to ensure the integration of nutrition into primary health programming.
• To support on health policy development with a particular focus on supporting the strengthening of health systems and community based health approaches.
• To provide technical support on health issues to GOALs country programmes team and the Operations team based in Dublin.
• To ensure that gender dynamics, are incorporated into all health activities and is a key component of health staff training and development.
• Participate in health research and analysis with a particular focus on Community Health –ensure that such research and methodologies are disseminated within the organisation.
• Monitor international best practise, innovation and external research and disseminate appropriate research and tools within the organisation.
• Support country health teams to develop technically appropriate programmes which reflect the community needs and the strategic direction of GOAL.
• Assist GOAL country programmes in developing community health approaches which are based on behaviour change/barrier analysis methodologies and which seek to address the underlying causes of poor health outcomes for communities.

PROGRAMME DEVELOPMENT:
• To represent GOAL at selected technical health meetings, with donors and to other external agencies as required by Operations Manager.
• To assist in donor proposal development as required by in country teams and or GOAL Dublin.
• To actively seek out new sources of health funding and support country health programmes to develop health proposals for new and innovative health donors.

HEALTH SYSTEM STRENGHTENING
• Ensure that GOAL programmes are working with MoH structures at local and national level to support health system reforms.
• Apply knowledge and expertise in health policy and programmes to design and develop activities that promote health policy reforms/development.
• Support country health programmes to transition their health approach to ensure that health system strengthening is a key component of their approach.
• Work at the policy level with key decision makers from the host government, participating in strategy development and technical discussions relating to future direction of the health programme.

HEALTH HUMAN RESOURCES:
• Coordinate with other members of the technical team in particular the members of the Public Health sector (which includes WASH, Nutrition and HIV technical staff) in order to develop GOALs integrated approach to programme planning and implementation.
• Participate in recruitment and professional development of GOAL health staff as required.
• Advise HR on selection and shortlisting of health candidates and participate in technical briefings of newly recruited health staff as required.
• Participate in staff reviews for senior health staff and advice HR on training needs requirements or retention initiatives for health staff.

MONITORING AND EVALUATION:
• Work closely with GOALs M&E department to ensure that the health component of GOALs programme are using GOALs M&E tools appropriately and that M&E training and capacity building is being provided as required.
• Ensure that all health programmes have an M&E plan in place and the technical capacity and support to implement this.
• Promote the sharing of best practice and learning in relation to health programming across the organisation.
• To take the lead on supporting periodic internal evaluations of country health programmes and assist and participate in external health evaluations as required.
• Assist in developing appropriate health monitoring tools and ensuing that those which are in place are being used appropriately and are sufficiently robust to assist in programme review.

EMERGENCY HEALTH RESPONSE:
• Participate/lead in emergency health assessments as required and support the set-up of such programmes in the initial phase of implementation.
• Advise GOAL Dublin on emerging health problems in countries of operation or other countries as necessary and provide technical advice on recommended response by GOAL.
• Support emergency health teams to consider an exit or sustainability strategy which can be implemented once the acute phase of the emergency is over.

EDUCATION AND QUALIFICATIONS:
ESSENTIAL:
• A Master's Degree in Public Health or a related subject with some background in health systems strengthening – transitioning health systems from relief to development.
• Experience of developing donor proposals and reports with various donors and understanding of the log-frame or results framework.
• Proven experience in emergency health assessments, health responses and maternal and child health programmes.
• Minimum 5 years international field experience in health.
• Ability to make links between WASH, HIV/AIDS, and nutrition within the broader context of an integrated public health approach.
• The ability to liaise and effectively coordinate with government, local NGOs and community initiatives.
• Proven ability to effectively influence health policy, reform and strategy within health structures.
• Some experience of working in insecure or basic settings and willingness to undertake this for short term assignments.
• Experience in M&E with a particular focus on setting up workable monitoring health systems.

Desirable
• Knowledge of a second language (such as Kiswahili, French or Arabic).
• Experience managing CMAM programming and the integration of nutrition in primary health care.
• Specific experience of taking the lead of proposal and programme development for specific large scale health/development donors.
• Experience of behaviour change methodologies/barrier analysis for community health.
• Experience in urban health programming also an advantage.

Community Empowerment and Institutional Support Project (CEISP)

Introduction

The Government of the Republic of Kenya (GOK) has received financial assistance from African Development Bank (AfDB) towards financing a five year Community Empowerment and Institutional Support Project. The project objective is to empower poor community to access socio-economic services in order to reduce poverty.

The project is implementing two main components;

(i) Capacity building,

(ii) Institutional support in 107 districts.

The Ministry wishes to recruit suitable candidates to fill the posts of District Field Operations Assistants (DFOAs).

District Field Operations Officer Functions

The DFOA will report to the District Development Officer (DDO) and perform the following duties and responsibilities under his supervision and guidance of the Project Coordinator:

•Oversee and coordinate the implementation of project activities in their respective districts;

•Prepare project annual work plan and budget in line with activities under each component, budgeted financial resources and schedule of implementation;

•Regularly monitor and evaluate the implementation of project activities to ensure that its implementation progress is in line with approved work program and budget, expected outputs and outcomes;

•Gather and compile data on project progress and performance indicators as outlined in the project Logical Framework Matrix;

•Oversee the conduct of the baseline survey, beneficiary assessment studies and citizens or Community Score Card (CSC) surveys;

•Prepare the quarterly project progress reports using standard format to be provided by the project implementation unit;

•Supervise the works of consultants and contractors undertaking project activities both in capacity building and civil works;

•Initiate and facilitate the conduct of training activities at district and constituency levels;

•Share with and disseminate project information to all stakeholders (central government ministries, civil society organizations, private sector, local government, communities and development partners) in their respective districts;

•Solicit the support and collaboration of the above mentioned stakeholders in order to build synergies, avoid duplication of activities and ensure their active participation in the implementation of project activities when necessary;

•Provide technical backstopping to project target beneficiaries such as the Constituency Development Committees (CDF) to help them better access and effectively utilize project resources; and

•Any other duty (related to the project's activities) as may be assigned by the DDO.
Requirements and Experience

The suitable candidate is expected to have:

•Knowledge of major developmental issues confronting Kenya and GoKs policies, priorities and approaches to address them;

•Knowledge in managing results based development;

•Good personnel attributes and team work;

•Good advocacy, communication and negotiation skills;

•Good command in the use of standard computer software packages;

•Motivated and have the ability to work with minimal supervision;

•Be fluent in English and Kiswahili; written and oral and good report writing skills.
Qualifications

•A Bachelor's Degree in Economics, Statistics and Mathematics (minimum, Lower Second Class Division) or equivalent from a recognized university. Graduate level qualification in the above subjects would be an advantage;

•Have knowledge of project cycle with emphasis on activity based work planning, budgeting and accounting;

•Work experience in decentralized development planning, participatory approaches and techniques or monitoring and evaluation will be an added advantage; and

•Be a Kenyan Citizen aged below 35 years.
Terms and Conditions

•A competitive salary commensurate with the responsibility will be offered to the successful candidates;

•The position will be on a one year renewable contract, depending on performance;

•Successful candidates should be ready to extensive field travel;

  • To meet and or exceed the assigned sales quota.
  • Will work with the Marketing Director to develop new business, prepare proposals, negotiate, and win contracts.
Knowledge, skills, Education and experience required

Experience:

  • Must have at least 1-2 year(s) of working experience in related field, preferably in sales, account management, marketing or business development exposure
  • Must be independent, can work without supervision and in a team
  • Should demonstrate Strong sales skills
  • Demonstrated earnings history.
  • Must possess a diploma / advanced diploma / higher diploma, bachelor’s degree or professional degree in any field
  • Excellent verbal and written communication skills;
  • Exceptional organizational skills;
  • Talent for effectively interacting with individuals at all levels of the organization;
  • Ability to work within a fast-paced and constantly changing environment;
  • Self motivated to work independently, with team support, to close business;
  • Demonstrated commitment to completing tasks and objectives;
  • Flexibility to work long and unpredictable hours to match availability of clients
  • A true professional possessing the highest ethical and moral standards;
  • Ability to maintain a positive attitude at all times;
  • A team player, and one who is open to feedback and on-going self-development;
  • Effectively work with Microsoft Office applications, including Outlook, Word, Excel and PowerPoint.
  • Achieve or exceeds required sales quota;
  • Ensure market territory coverage to touch all opportunities on a scheduled basis;
  • Independently develop processes to obtain leads through possible sourcing opportunities, and work closely with our partners to leverage prospects/clients;
  • Identify prospects where the companies services can be sold;
  • Target and obtain appointments with clients;
  • Contact potential clients to assess their individual needs and budgets and demonstrate how our products can meet or exceed these needs;
  • Present solutions from beginning to end including working with approved partners to demonstrate solutions and capabilities;
  • Develop and submit comprehensive proposals based on individually or team assessed needs of potential clients;
  • Prepare proposals and quotations for provision of data or services for potential clients, in liaison with the Operations Manager.
  • Maintain up-to-date information on all customer interactions in the Sales database.
  • Maintain accurate up-to-date sales pipeline and forecasts;
  • Other duties as assigned by the Director of Business Development.
